Changing the way a user must select someone to email a link from the browser

Is there a way to remove or change the Cabinet level grouping when it comes to sending a link to a document to users in our firm? We want to avoid the confusion and hassle if the sender accidentally sends it to all when they should "Show Members" of the cabinet and internal users.
I have attached a screenshot of the exact spot where it happens on the left. They have to show members before moving the names from left to right
