Allow user to be able to add entry to lookup table via GUI

Though there is a way to do so, it is not optimal

1. User should be able to add records to lookup table via a UI

2. Admin should be able to grant access per Profile Attribute (and its lookup table) 

e.g. User A has access to Profile Attribute-1 used in Cabinet-1

User B has access to Profile Attribute-2 used in Cabinet-2

Hope all is well! Earlier this summer we helped a corporate legal organization with this web-based utility that can let regular users (when designated) add values to particular lookup tables:  https://onestepworkspace.com/

You may to inquire about that and see if that works for you.
