If you have Outlook 2013 set to display messages in the inline viewer (Reading Pane) and you are not opening messages in a separate window when responding to them, then you will get prompted to file the outgoing message even if you do not have this option selected in the EMS Profiler Configuration:
Due to the functionality of the Reading Pane in Outlook this is expected behavior and can not be changed. However, there are two solutions for this:
1) One is to set the reading pane in Outlook to OFF. Doing this will force you to open, read, and respond to each message in a separate window at which point you will have the option to either Send or Send and File when responding to a message.
2) Another option is to set Outlook to automatically open messages in a separate window when replying or forwarding a message.
To enable this option go to:
File-> Options-> Mail-> section: Replies and forwards-> option: Open replies and forwards in a new window
Replies and Forwards will then open a message in a new window (rather than directly within the Reading Pane) similar to earlier versions of Outlook.
